Domestic Residential Opportunity Program (Customer Assistance)

Now Available to UPUD Customers

The Union Public Utility District Board of Directors approved  the Customer Assistance Program (DROP) on January 24th, 2024. Mark your calendars because the program kicks off on July 1st, 2024. Applications will be sorted on a first-come, first-served basis, so be sure to get in early!

The program is designed to provide financial credits to customers whose incomes are at or below 200% of the federal poverty guideline. Applicants must show proof of current enrollment in the PG&E CARE Program, CalWORKs, CalFresh, General Assistance, Medi-Cal, Supplemental Security Income/State Supplementary Payment Program, or California Special Supplemental Nutrition Program for Women, Infants, and Children. Please refer to our policy for more information.

Once applicants are approved by UPUD staff, they will be notified in writing and receive a $10 credits per monthly billing period.

The program will run on each fiscal year, from July 1 through June 30 of the following year. Funds will be distributed to eligible customers on a first-come, first-served basis, until program revenues for the fiscal year are depleted or the maximum number of customers have been reached.

Those with questions or concerns may contact UPUD Customer Service at or (209) 728-3651.
