UPUD assembled a planning team, defined the planning area, reviewed available data, and coordinated with partner agencies and stakeholders to guide the plan update process.

The planning team identified hazards that could affect the District and evaluated the potential impacts to infrastructure, operations, customers, and critical services. The risk assessment examines the likelihood, location, and potential consequences of future hazard events.

Based on the risk assessment findings, the planning team developed goals, objectives, and mitigation actions to reduce risk, strengthen resilience, and support the continuity of essential utility services.

The Draft LHMP is now available for public review. Community feedback is an important part of the planning process and helps ensure the plan reflects local priorities, concerns, and experiences.

• Complete the Community Survey
• Submit comments and recommendations
• Learn more through our community workshop materials

FEMA requires local hazard mitigation planning processes to provide opportunities for public comment during plan development and before final approval.

Following the public review period, comments will be evaluated and incorporated as appropriate. The plan will then be submitted to Cal OES and FEMA for review to ensure it meets all applicable hazard mitigation planning requirements.

After FEMA approval, the UPUD Board of Directors will consider adoption of the final LHMP. Once adopted, the plan will guide future mitigation projects, capital improvements, and resilience efforts designed to reduce risk from natural hazards and support continued service to the community. The plan will be maintained and updated on a regular basis as conditions, risks, and priorities change.
